Overview
In 2003 the City of Fort Wayne Housing Strategy was adopted as an amendment to the City's Comprehensive Plan. Following the recommendations of the Fort Wayne Housing Strategy, the Division of Community Development is focusing on planning at the neighborhood level. Eleven planning areas within the city's core have been identified. The Bloomingdale / Spy Run Area was one of three areas selected for plan development in 2004.
The area is home to residents with a wide range of socio-economic backgrounds as well as businesses providing a diverse array of neighborhood and regional services. The planning area includes all of the Bloomingdale Neighborhood Association, the Spy Run Neighborhood Association except for a small portion north of State Street, and the East Brook / West Brook Area located between Bloomingdale and Spy Run. The East Brook / West Brook Area does not have a neighborhood association. In 2004, the City of Fort Wayne and the Bloomingdale and Spy Run Neighborhood Associations entered into a Memorandum of Understanding (MOU) to develop an area plan for the two neighborhoods.
In March of 2005, the Bloomingdale and Spy Run Neighborhood Associations adopted the plan. On May 23, 2005, the Fort Wayne Plan Commission voted to recommend City Council adopt the plan's goals and policies as an amendment to the City's Comprehensive Plan. On June 28, 2005, the Fort Wayne Common Council adopted the goals and policies of the Bloomingdale/Spy Run Plan as an amendment to the City's Comprehensive Plan.
Implementation
To provide direction in implementing the plan's recommendations, a detailed implementation matrix accompanies the plan. The matrix provides guidance and direction to the neighborhood association and city staff in carrying out each recommendation. Planning Staff continues to work with a Bloomingdale and Spy Run Action Team as they execute their plan's recommendations.
