
Sandra E. Kennedy (Sandy) a dedicated City Clerk, loves serving the people of Fort Wayne. Sandy and her staff have been serving the citizens of our city since May of 1983. Their top priority has been and will always be to serve the citizens of Fort Wayne honestly and efficiently.
Sandy started in city government in 1980 when she was appointed to the Board of Public Works by former Mayor Win Moses.Sandy was elected to serve the un-expired term of the former Clerk Charles Westerman in May of 1983 and was elected by the citizens to serve a full term in November 1983. She has been re-elected in the elections of 1987, 1991, 1995, 1999, 2003 and 2007.
Sandy has achieved the status of IAMC and CMC during her term of service.These titles are granted only after an applicant has met specific requirements in education, experience and professional participation. She is the recipient of the "Sagamore of the Wabash" from former Governor Evan Bayh, and recipient of "Distinguished Hoosier" award from Governor Mitch Daniels.
Sandy is a member of the Calvary United Methodist Church and very involved and serves on two very active committees. She is an active member of the state Municipal Clerks and Clerk-Treasurers Association, having served as their President, Vice-President, Secretary and Treasurer. Sandy has chaired three ILMCT state conventions in our city during her tenure and presently serves on the Board of Directors. Sandy has served on the Board of Directors the past five years for Cancer Services of Northeast Indiana and presently serves on "The Lapper" committee.
Sandy lives on the southwest side of Fort Wayne in Villas of Amber Lake. Sandy was married to the late Bob Kennedy, two sons, Robert and Bradley, and one daughter, Patrice, deceased. She has three grandchildren, Kaitlyn, Miranda and Carson.

Natka Eshcoff, Chief Deputy
Natka has been employed in the office for 39 years. She came from Detroit, MI, married Bob Eshcoff and chose Fort Wayne to be their home. She is a widow, has a daughter, son, four grandchildren and blessed with a beautiful Great Grandaughter. She was appointed by Sandy to the position of Deputy Clerk. Some of her primary duties are to prepare Common Council with their weekly meetings, maintaining records involving Common Council. She also does general office work. She is a member of St. Nicholas Church, and active in some church functions.
Sue Jones, Assistant Deputy Chief
I have worked for the city since 1980, first in City Utilities for 2 years as a cashier. When Sandy was elected as City Clerk I came to work for her as Office Supervisor. I enjoy working with people, which makes my day at the office go much smoother. I enjoy my job very much, this is a wonderful place to work
Angie Davis, Deputy Clerk
I have over 35 years of experience working in the Clerk's office. I perform a variety of highly responsible administrative duties; I record management and support functions for the office. I assist the City Clerk with budget preparation for Clerks Office; City Council and Parking Enforcement. Work with American Legal Publishing Co. for supplement updates for City Code Book. I assist with Council agenda, filing; indexing of ordinances; creating agendas for city web-site. Manages files on Boards & Commissions appointments made by City Council, and certificates of appointment. I also have other miscellaneous duties. Married to Mike Davis and have two beautiful children, blessed with a daughter & a son.
Loretta Johnson, Violations Court Administrator

Diana Pape, Receptionist/Clerk
Diana has worked in the Clerk's Office for 9 years. She has five children and 16 grandchildren. She has various responsiblities consisting of customer service, recording and balancing payments, gathering various reports, requests regarding City Ordinances, complete paperwork for speeding ticket deferral program and other miscellaneous duties.
Diane Martin, Violations Bureau Specialist
I have been in the Clerk's Office since November 1996. My title is Violation Specialist and that entails customer service along with entering and keeping track of all Ordinance Violations that include Parking, Animal Control, Solid Waste, Weights & Measurers, False Alarms, NeighborhoodCode Enforcement and Fire Code. I also do Deferral paperwork for local ordinance speeding tickets. I have been married for 41 years, have two married children and have been blessed with 3 beautiful grand daughters

Patty Stahlhut, Parking Enforcement Supervisor
Has been employed by the City of fort Wayne since January 1983. Started as a Violations Clerk in the City Clerks Office. She was promoted to Supervisor of Parking Enforcement in 2000 and still manages this Department, overseeing 7 officers who enforce the parking laws for the entire City and enjoys the working relationship she has with her co-workers. Patty also enjoys spending time with her family and loves gardening and cooking.
