East Central Neighborhood Plan
Overview
In 2003 the City of Fort Wayne Housing Strategy was adopted as an amendment to the City's Comprehensive Plan. Following the recommendations of the Fort Wayne Housing Strategy, the Division of Community Development is focusing on planning at the neighborhood level. Eleven planning areas within the city's core have been identified. The East Central and Memorial Park Neighborhoods were one of three areas selected for plan development in 2004.
The East Central and Memorial Park neighborhood associations entered into a joint Memorandum of Understanding with the City in October of 2003 to develop a plan for both neighborhoods. In an early meeting, they named themselves the East Park Planning Alliance or EPPA. The EPPA planning team conducted visioning workshops late in 2003 and adopted a set of guiding community values and vision themes. The EPPA team held a series of meeting during 2004 to review current neighborhood and area conditions and issues. From these meetings, the planning team began working with City staff to develop goals and policies for the plan.
In the fall of 2004, the City decided to split the EPPA initiative into two phases, with East Central Neighborhood being the first phase and Memorial Park being the second phase. First phase planning in East Central was set for completion in early 2005.
In April of 2005, the East Central Neighborhood Association adopted the plan. On May 23, 2005, the Fort Wayne Plan Commission voted to recommend City Council adopt the plan's goals and policies as an amendment to the City's Comprehensive Plan. On June 28, 2005, the Fort Wayne Common Council adopted the goals and policies of the EPPA Plan as an amendment to the City's Comprehensive Plan.
Memorial Park Neighborhood Association working with Planning staff, will begin to develop their plan in January 2006.
Implementation
To provide direction in implementing the plan's recommendations, a detailed implementation matrix accompanies the plan. The matrix provides guidance and direction to the neighborhood association and city staff in carrying out each recommendation. Planning staff continues to work with an East Central Action Team as they execute their plan's recommendations.
