HOUSING PROGRAM MANAGEMENT PLAN PRODUCTION GOALS

1. Homeowner Rehab  
-
Help existing homeowners who earn low- and moderate-incomes bring their homes into compliance with City Building Codes, increase energy efficiency, and/or contribute to revitalization of target neighborhoods.

2. Home Buyer Education / Downpayment Assistance
-To establish a professional Homebuyer Education (HBE) and Counseling program directly linked to City-funded Downpayment Assistance (DPA). The City partners with Pathfinder Services Community Connections. Contact  (ph) 424-1831 or 1-800-310-9510;     fax: 260-423-4502.

3. Multi-family Rental Development
-
To support development of multi-family rental units affordable to senior and/or special needs households at or below 30% AMI.  Preference will also be given to projects that integrate ongoing supportive services for tenants.  Applications reviewed on a case by case basis.

4. Lead Hazard Control Program
-To address lead-based paint hazards in homes with children under the age of 6 years.

5. Residential Investment Zone Tax Abatement
