Vision Statement The Packard Area Planning Alliance seeks to cultivate the livability and visual appeal of the area through improved preservation and maintenance of existing housing stock, increased emphasis on the historic assets of the area, enhanced recreational and cultural amenities, and heightened community spirit throughout the seven-neighborhood area. |
In 2003 the City of Fort Wayne Housing Strategy was adopted as an amendment to the City's Comprehensive Plan. Following the recommendations of the Fort Wayne Housing Strategy, the Division of Community Development is focusing on planning at the neighborhood level. Eleven planning areas within the city's core have been identified. The seven-neighborhood Packard Area was one of three areas selected for plan development in 2004.
The Creighton-Home, Fairfield, Illsley Place, Historic South Wayne, Oakdale, West Rudisill and Williams-Woodland Park neighborhood associations entered into a joint Memorandum of Understanding with the City to develop one plan for all seven neighborhoods. In an early meeting, they named themselves the Packard Area Planning Alliance or PAPA. By working with citizens and other stakeholders in the area, the PAPA Planning Committee formulated a shared Vision Statement for the future of the area. Since the end of 2003, and throughout 2004, the PAPA Planning Committee developed Goals, Policies and specific "Action Steps", to improve the physical appearance and the desirability of this area, which are now a part of the completed PAPA Plan.
Between January and March of 2005, the PAPA Plan was reviewed and adopted by all seven of the PAPA neighborhoods. On May 23, 2005, the Fort Wayne Plan Commission voted to recommend City Council adopt the plan's goals and policies as an amendment to the City's Comprehensive Plan. On June 28, 2005, the Fort Wayne Common Council adopted the goals and policies of the PAPA Plan as an amendment to the City's Comprehensive Plan.
Implementation
To provide direction in implementing the plan's recommendations, a detailed implementation matrix accompanies the plan. The matrix provides guidance and direction to the neighborhood association and city staff in carrying out each recommendation. Planning staff continues to work with a PAPA Action Team as they execute their plan's recommendations.
