Animals picked up stray throughout Allen County are delivered to the city shelter for reclaim by city and county residents. The shelter accepts cash, checks, Visa or MasterCard for reclaim fees.

If an animal is wearing identification or a microchip is found during scanning, attempts will be made immediately to contact owners. In many cases, an Animal Control Officer might be able to return a pet directly to the owner's home without bringing it into the shelter. Since collars can be removed and microchips can be missed, you should still look for your pet in person at the shelter.

Found animals are not available for adoption because they are presumed owned. Only those animals listed on the pet adoption pages are adoptable. Any pictures that appear on the found pages are animals that were not claimed and have been moved into our adoption program after their legal holding period. Please check pet adoptions daily for updates.   

Apply Your Fee Towards a Spay or Neuter Surgery

The fee paid to claim an animal from the shelter can be applied towards the cost of having the dog or cat spayed or neutered. Please visit the shelter to search in person for your lost pet. Only you will be able to positively identify your pet if it is not wearing traceable identification. Upon your visit we will also review reports of animals that have been found and are being held in the home of the person who found the animal.

Keep Pet Identification Current!

If you have moved, given an animal away, or received your pet wearing the previous owner's identification, then your pet's identification may be incorrect and impossible for us to trace. Please keep your pet's information current.

What to do if you find a stray animal.

There are several options when finding a stray animal:

  • Hold the animal in your home after calling our department to file a found report. Call 427-1244.   
  • Bring the animal to the shelter during normal business hours on the receiving side. 
  • Have an Animal Control Officer pick up the animal, so that an owner may be able to identify and claim the pet from Animal Care & Control.

If you have interest in becoming the owner of the stray animal, consider keeping the stray animal in your home and just file the required found report with us. Those who are searching for a lost pet are shown these reports each time they visit the shelter and we connect them to the person holding a same description animal.

You will be asked to bring the animal to the shelter early on to be scanned for a microchip, while you continue to hold the animal in your home. Thirty days after filing the found report and having the animal scanned by our department for a microchip, and if the owner does not claim the animal, the finder becomes legal owner of the animal.  

How Long Are Animals Held at the Shelter?  

  • Those who plan to give up an animal to our department should consider all other options first . We average 150 new animals into our building each week, so we are unable to guarantee adoption for every animal.

    Owner Surrender: An animal turned in by its owner is immediately the property of the city and may go into the adoption program pending suitability and space in our program or it may be transferred to one of our partner rescue agencies/shelters. Animals that show signs of advanced illness or aggression or have needs beyond available resources are not eligible for these options. 

  • Owner requested euthanasia is a service that we provide as a full-access shelter that never turns away any animal regardless of its species, age, health or temperament.

  • Stray Animals: A stray animal is held by Animal Care & Control for a minimum of three business days, the first day does not count if the animal arrives during business hours. Weekends and holidays are not considered in the count. For example, if your pet is picked up on a Wednesday after 11 a.m., it will be available for reclaim until 5:30PM on Monday. At that time, the city owns the animal and may then evaluate it for the adoption program or transfer the animal to a partner rescue agency/shelter. Animals that show signs of advanced illness or aggression or have needs beyond available resources are not eligible for these options.

  • Found Animal: When animals are found and wearing identification, the owners are notified immediately and when possible, pets may be returned directly to their homes.

  • Adoption Animals: We do not put time limits on animals in our adoption program. As long as they stay socially and medically healthy, they stay in the program until adopted.

  • Injured stray: Animals that are found stray injured and without identification will be medically evaluated and may be euthanized to prevent further suffering prior to the end of the legal holding period according to the city ordinance.
