Job Description:

SUMMARY

Working under the supervision of the CD Administrator – NCC Office, incumbent investigates, monitors and enforces complaints regarding violations of local weed control ordinance (Chapter 100: Nuisances). The incumbent makes judgments and decisions in the field based on knowledge of laws, technical information and the application of powers of observation and evaluation. In most cases, the situation and results are directly related to the employee's ability to identify the problem and to take the appropriate action. Each situation requires a different evaluation and treatment. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.

  • Investigates complaints related to weeds;
  • Prepares technical reports of inspections, document findings and makes recommendations for action utilizing an in-field computer or tablet;
  • Works with neighborhood and civic associations in solving weed problems;
  • Makes on the spot decisions as to what action is required to remedy the issue;
  • Searches public records to determine ownership of properties;
  • Cooperates with other governmental departments;
  • Communicates effectively both orally and in writing;
  • Ability to handle questions and/or complaints with owners and/or occupants in an adversarial environment in a professional manner;
  • Utilizes technology including GIS, digital media, Microsoft products, web based software, etc;
  • Ability to multi-task with a strong attention to detail;
  • Exhibits excellent customer service skills;
  • Maintains computer database (Accela and Collector) on weed inspections and related information.

EDUCATION and/or EXPERIENCE

Any combination of education/experience equivalent to high school diploma or GED.

LANGUAGE SKILLS

Incumbent must have the ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. The employee must be able to write routine reports and correspondence and is capable of speaking effectively before groups of customers or employees of organization.

The employee works closely with co-workers and the Neighborhood/Citizen's Advocate Office. Frequent contacts occur with property owners and local government personnel in order to give and receive factual information.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

OTHER KNOWLEDGE, SKILLS and/or ABILITIES

  • Knowledge of the local weed ordinance (Chapter 100: Nuisances);
  • Knowledge of inspection methods and procedures;
  • Ability to communicate orally to concerned parties and recommend means of correction;
  • Ability to prepare accurate written reports documenting findings;
  • Ability to use measuring equipment;
  • Ability to use the issued camera equipment to collect photographic evidence;
  • Ability to use radio equipment;
  • Ability to read a map.

REASONING ABILITY

The incumbent must have the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. The employee must be able to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Incumbent makes non-standardized decisions while following laws, regulations, departmental policies and guidelines. Employee determines compliance or non-compliance within certain established guidelines. Assignments may be specific when investigating complaints but are usually general in seeking compliance with laws in individual cases.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Indiana Driver's License and current auto insurance.

The employee must occasionally lift and/or move up to 10 pounds. The employee must have the ability to use tools to drive stakes in turf areas to post violation notices multiple times during a shift.
