.ENGINEERING REPRESENTATIVE  I  $41,072.85-$56,680.53 Annually

SUMMARY

The incumbent shall work under the direction of the Manager and/or his or her designee within the City of Fort Wayne Utilities Development Services Department (DVS). The incumbent shall also work closely with other staff of DVS as needed. The Engineering Representative I is an entry-level position that can lead to promotion to Engineering Representative II and then to Engineering Representative III after the successful completion of training and satisfactorily evaluated post-training experience for each prior level.  

The incumbent shall be involved with multiple aspects of the mission of DVS including plan review, the Municipal Separate Storm Sewer System (MS4) program, the Storm Water Basin Inventory and Water Quality Program, the Septic Elimination and Water Direct Connect Programs, Food Service Establishments, electronic document conversion, and general office administration.

The incumbent is expected to exercise good judgement, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with City and department policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned. Computers or other technological tools will be used by the employee to assist in the performance of their duties.

PLAN REVIEW - ALL ROUTING TYPES

  • Assists Engineering Representative III’s with plan review for all routing types (sanitary, storm water, potable water, and Food Service Establishment Permits) for compliance with local, state and federal regulations and standards as applicable;
  • Serves as primary back-up to Engineering Representative III’s during their absence;
  • Assists Engineering Representative III’s with various administrative tasks relating to the setup of files for private developer projects including, but not limited to inserting project technical data and financial data into both Developer Contracts and Reimbursement Contracts, requests for work order numbers, preparation of plan review comments, and preparation of approval letters;
  • Locates plans, record drawings, maps, easements, agreements, ordinances, rules and regulations about existing City Utility Systems and explains and identifies responsibilities associated with the requested document as needed;
  • Assists with preparation of DVS comments in response to applications submitted to the New Projects Meeting held by Department of Planning Services;
  • Performs records research using various database systems, filing systems, and mapping systems when requested;
  • Assists Engineering Representative III’s with complaint investigation related to Developer Projects including site visits, correspondence and follow-up;
  • Reviews and processes petitions for vacations of alleys, public rights-of-way, easements and recorded plats;
  • Reviews and processes petitions for encroachment agreements.

MS4 PROGRAM

  • Ensures accurate and timely tracking of data for which DVS is involved;
  • Provides information to developers, consultants, and construction contractors regarding compliance responsibilities;
  • Works with other staff in the development and modification of utility standards, specifications, policies, procedures, rules, and regulations for storm water utilities;
  • Performs site visits/field checks as required;
  • Assists with overall City reporting responsibilities as needed by others.

SEPTIC ELIMINATION AND WATER DIRECT CONNECT PROGRAM

  • Assists with identifying potential new customers;
  • Assists with preparation of mailing information to property owners to determine initial interest and project updates;
  • Assists with coordination and planning for information meetings with property owners, attends, and assists with the conducting of these meetings.

STORM WATER BASIN AND WATER QUALITY INVENTORY

  • Assist with collection of field data;
  • Enter field data into Accela or other management approved tracking system.

ELECTRONIC DOCUMENT CONVERSION & RECORDS RETENTION

  • Works with appropriate DVS staff on project paper file document retention in conformance with establish laws and policies;
  • Works with appropriate DVS staff on purging paper routing project files and contract project files including but not limited to preparing, organizing, updating, and inventory of project files for off-site file storage;
  • Works with appropriate DVS staff for reorganizing paper-based and electronic-based project filing systems;
  • Lead staff person for scanning of historical hard copy documents into electronic format, uploading project documents, data entry and indexing into Accela and Application Xtender systems.

GENERAL OFFICE ADMINISTRATION

  • Assists with providing support assistance to departmental personnel as approved by DVS Management which may include typing, copying, scanning, data entry, filing and inventory in support of various programs;
  • Provides backup and technical support for daily administrative/office operations;
  • Assists with presentations at Board of Public Works, Common Council and other public meetings as required;
  • Attends staff meetings, meetings related to Developer Projects, Septic Elimination Projects, Water Direct Connect Projects, and initiatives started by City Utilities.

MISCELLANEOUS

  • Ability to shift focus between multiple projects or tasks as priorities are identified, or while waiting for actions from others;
  • Aptitude and willingness to be trained how to operate various specialized computer software programs including but not limited to Accela, PMIS, MS Office Products;
  • Contributes to a team atmosphere within DVS through strong interpersonal skills as demonstrated by an ability to respond appropriately to others, actively listen, and provide feedback in a non-threatening manner;
  • Maintains a valid Indiana Driver’s License;
  • Maintains good public relations.

ENGINEERING REPRESENTATIVE II  $43,947.95-$60,648.16 Annually

SUMMARY

PLAN REVIEW - ALL ROUTING TYPES

  • Prepares DVS comments in response to applications submitted to the New Projects Meeting held by Department of Planning Services;
  • Performs complaint investigation related to Developer Projects including site visits, correspondence and follow-up;
  • Serves as primary back-up to Engineering Representative III’s during their absence;
  • Performs plan review on relatively straightforward and moderately complex routing types (sanitary, storm water potable water, and Food Service Establishment Permits) for compliance with local, state and federal regulations and standards as applicable, and continues to assist Engineering Representative III’s with plan review for relatively highly complex routing types (sanitary, storm water, potable water, and Food Service Establishment Permits);

ENGINEERING REPRESENTATIVE III  $47,024.30-$64,893.54 Annually

SUMMARY

The incumbent manages and prepares developer contract projects for City Utilities. Also possesses both the experience and knowledge to conduct in-depth plan reviews, analyses, and develop recommendations for improvements or expansions to one or all of the utility systems; process petitions for Barrett Law Financing of system expansion; manage the handling of difficult complaints and assemble information for economic development presentations. Computers or other technological tools will be used by the employee to assist in the performance of their duties. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City’s and Utility's safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.

  • Includes all duties and responsibilities of Engineering Representative I and Engineering Representative II;
  • Performs comprehensive assessments, coordinates, and plans utility related issues associated with community development projects, requests or projects originated by other City departments, developers, engineers, and/or contractors;
  • Manages preliminary design and/or engineering developer contract matters; Coordinates with developer, engineer, and/or contractor on any issues with the developer contract; Develops project, contract understanding by reviewing plans, terms, and conditions before design and/or engineering, and resolving potential contract issues;
  • Drafts economic development reports and presentations; The incumbent would locate and determine capacity of existing facilities; identify project fees and charges; request conceptual designs and cost; identify funding options; submit report for approval;
  • Processes petitions and requests for special information; The necessary steps include the explanation of the petition process and cost distribution; verification of petition signatures; definition of the petition’s purpose; gathering conceptual designs and costs to calculate cost distribution; identification and explanation of funding options; development of public support for the project by providing information to interested parties; drafting and processing Board of Works and remonstrance paperwork;
  • Reviews, evaluates, and submits comments for transportation related improvements and capital plans to the appropriate sponsoring agencies to determine/resolve potential utility conflicts and make recommendations to identify existing utility system needs and/or expansion opportunities for the utility infrastructure;
  • Reviews, evaluates, submits comments and/or approvals for routing and development plans to include Food Service Establishment routing permits;
  • Manages complaints and responds to requests for information from developers, engineers, and/or contractors; The necessary steps include provision of appropriate information including update and initial investigation reports to interested parties, justification of City involvement by review of complaint history, rules, regulations, policies, and site inspection; determination of funding options; and recommendations for appropriate action such as cleaning, repair, or engineering study;
  • Represents developer contracts and developer contract amendments at Board meetings, public hearings, City Council meetings, neighborhood meetings, and other forum when applicable;
  • Coordinates with other City Utilities staff to resolve developer project issues and concerns;
  • Assists with the process of responding and following up to water, sanitary sewer, stormwater, and/or special development program requests for information and consultation on: project status; utility conflicts and necessary modifications for conformance with utility standards, policies, rules & regulations, etc;
  • Assists with the development and modification of utility standards, specifications, policies, procedures, and rules & regulations for water, sanitary sewer and/or stormwater utilities;
  • Performs site visits/field checking as required of sanitary sewer, water and/or stormwater facilities called out in final commercial site plans compared to as-built drawings to ensure it is correct and shown accurately;
  • Coordinates and establishes schedules, monitors and reports on sanitary sewer, water and/or stormwater project status;
  • Coordinates, performs, and assists other as required in verifying the location of water, sanitary sewer and storm infrastructure;
  • Coordinates, performs, and assists others as required in review and preliminary screening of sewer televising videos;
  • Originates and maintains required sanitary/sewer, water and stormwater project records/files;
  • Contributes to a team atmosphere within the Engineering Representative(s) and project plan review staff through strong interpersonal skills; as demonstrated by an ability to respond appropriately to others, actively listen, and provide feedback in a non-threatening manner;
  • Reviews, evaluates, and approves sanitary sewer plans, provides comments and recommendations for Allen County Regional Water Sewer District, Developer and Barrett related septic elimination projects;
  • Coordinates and presents septic elimination project/program details to property owners and/or at property owner meetings; including project status, project costs, city funding assistance/financing, easement information and project timeline;
  • Reviews, evaluates and approves water plans, provides comments and recommendations for water direct connection projects/requests;
  • Coordinates and presents water direct connection project/program details to property owners and/or at property owner meetings including project status, project costs, city funding assistance/financing, easement information and project timeline;; Assists in coaching, developing, and training other department staff members;
  • Maintains good public relations.
