Job Description:

SUMMARY

Working under the direction of the Director of Risk Management, this Risk Management Specialist will administer Hurt on Duty claims, serve as Title VI Coordinator, and be responsible for Risk Management transition from using Database format to a stable software, as well as other responsibilities. The incumbent works with internal and external customers. This position is excluded from paragraphs 3 and 4 of City Attendance Policy 305; all other paragraphs of this policy apply. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.

  • Administers Hurt on Duty program for Public Safety employees, works with Third Party Administrator and Director to track new and recurring injuries to Police and Fire.
  • Maintains records of all CPR, First Aid, Blood Borne Pathogen, Hepatitis B vaccination, Mantoux, and Hazardous Communications training;;
  • Collects payment for City of Fort Wayne Property Damage. This includes setting up payment plans for individuals who are unable to pay the full amount;
  • Completes cash transmittal forms for Controller’s Office, and provides receipt to document transaction;
  • Maintains CDL and respirator physical and driver’s license information. This includes the scheduling and tracking of due dates for all employees who have a CDL, Confine Space Certification, or Safety Sensitive position in his or her job description.; Upon successful completion of the physical, transmits CDL physical certification information to the Indiana Bureau of Motor Vehicles in Indianapolis as prescribed by law, assuring current status for all City CDL holders;
  • Oversees employee’s confidential medical files keeping each employee’s current and pertinent records up to date. Establishes a new file for all new employees, beginning usually with the post offer exam;
  • Maintains all seasonal employee records;
  • Coordinates and reports the monthly cost and incident information as well as yearly statistics for Hurt on Duty claims to the Director of Risk Management;
  • Exercises discretion by providing consultation to department managers, supervisors, employees, Third Party Administrators, and contracted medical providers, as necessary, to facilitate efficient and timely handling of claims as well as employee testing and treatment, tracking when an employee’s status is on hold or current;
  • Acts as Back up to provide of Certificates of Insurance for the City of Fort Wayne;
  • Produces reports for the Director of Risk Management, City Attorney, City Council (i.e of activity codes and budget lines to track spending and account information associated with Self Insurance Program). Completes and maintains Risk Management yearly budget, consulting with Director regarding funding levels as needed. Assists Director with preparing budgets for department;
  • Administers database and software conversion. This includes researching, testing, and teaching other department members how the system works;
  • Creates processes and procedures in Risk Management for the new software systems;
  • Updates and maintains all databases used within Risk Management;
  • Processes and maintains all new and existing employee paperwork including, but not limited to, physicals, drug screens, CDL physicals, CDL licenses, and respirator physicals;
  • Assists Director preparing reports and communications as needed by the ADA Coordinator;
  • Serves as Title VI Coordinator, developing policies and procedures to eliminate the possibility of discrimination in any program or activity within the City of Fort Wayne;
  • Creates reports and documents for Title VI guidelines using the Department of Justice requirements;
  • Scans and indexes all documents into Document Manager AP Extender;
  • Reviews monthly exception reports for department to ensure Departmental spending matches budget projections;
  • Processes purchase orders for department;
  • Processes all payment vouchers for department including but not limited to operational, post offer physicals/drug screens, random urine drug screens for CDL drivers, and post-accident drug screens after verification;
  • Prepares and handles confidential information involving City employees;
  • Serves as direct assistant to the Director of Risk Management;
  • Maintains calendar, schedules appointments and coordinates travel arrangements/itinerary as necessary for the Director of Risk Management and staff members who provide training to City employees;
  • Communicates effectively both orally and in writing;
  • Schedules and organizes training classes for department;
  • Participates in interdepartmental cross training as indicated;
  • Payroll clerk for the department, administers time cards and distributes information;
  • Performs general office duties (including scanning, maintaining various forms and spreadsheets, performing data entry, filing, and typing various documents) and other duties as assigned as needed to assist other Risk Management staff;
  • Sorts in-coming department mail and delivers out-going mail to mail room on a daily basis;
  • Assists with administration of Hurt-on-Duty claim process, procedures, and first injury reports;
  • In the absence of the other Risk Management Specialist, assists with administration of Tort claim process, develops documents associated with the processing of the claims, processes payment vouchers associated with Tort claim payments;
  • Performs duties of other Risk Management personnel in his/her absence.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree (B.A.) or equivalent in Risk Management, Criminal Justice, a Public Health or other related field ; or five (5) years related experience and/or training; or equivalent combination of education and experience;
  • Must be proficient in Microsoft Office software.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS AND ABILITIES

  • Ability to keyboard and perform data entry accurately, a keyboarding test will be administered;
  • Proficient in Microsoft Office software, including Word, Excel, and Power Point;
  • Ability to perform routine office procedures necessary to keep the front office running efficiently;
  • Knowledge of and the ability to make practical application of the customary practices, rules, regulations, procedures, or techniques of confidential records and file management;
  • Ability to communicate effectively and establish and maintain cooperative working relationships with employees, officials, other agencies and the general public;
  • Ability to handle routine correspondence without direct supervision;
  • Ability to follow detailed written and verbal instructions;
  • Demonstrated ability to maintain a high degree of organization, coordination and communication with attention to detail and accuracy;

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Indiana Driver's License if City vehicle is used.
