Summary Working under the direction of the Superintendent of Maintenance Field Operations, incumbent will organize and implement programs to monitor the operation of the City’s combined, sanitary sewer and stormwater collection systems. The Program Manager will analyze a variety of data to classify types of overflows and notify the public and regulatory agencies as required by the City’s applicable regulations. Incumbent will recommend maintenance programs and identifies strategies and capital improvement projects to reduce overflows as required by the EPA and Indiana Department of Environmental Management. Coordinates activities between various departments within City Utilities. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with City and department policies and procedures as well as federal, state, and local regulations. At all times, the incumbent maintains absolute confidentiality of all work-related matters, including personnel records and all associated information. Essential Duties and Responsibilities:
Supervisory Responsibilities Responsible for the direct supervision of employees in accordance with the applicable organization’s policies and laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; performance appraisals; compensating and disciplining employees in accordance with the applicable City policies; addressing complaints and resolving problems. MARGINAL FUNCTIONS The incumbent is acting backup to MS4 Compliance Program Manager, Utility Regulatory Compliance Program Manager, and Facilities Operations Compliance Manager as needed. PERFORMANCE EXPECTATIONS The incumbent is responsible to manage their performance in accordance with this job description and the performance expectations provided to them by management. LANGUAGE SKILLS Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. Ability to collaborate with co-workers and maintenance staff in a way that achieves desired results while supporting a positive team environment. MATHEMATICAL SKILLS A high degree of analytical ability required for this position. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to take initiative in the definition, design, and accomplishment of work. Ability to determine the scope of assignments, and intent of guidelines and act as technical authority.
