UPDATES:

Dec. 11, 2017 -- Subcontractor Harlow is currently on Coldwater Road trying to finish up adding dirt to the medians and the remaining bioswales. They hope to finish today. There will be some temporary lane closures, when dirt is being offloaded

Dec. 1, 2017 -- Brooks continues today to finish asphalt surface and will add temporary striping. The tree contractor will begin to install trees in the areas behind the curbs near the face of the sidewalk. Permenant striping and landscaping will be completed in the spring of 2018.

Nov. 27, 2017 -- Beginning Monday November 27, 2017 there will be lane restrictions along Coldwater Road between Coliseum Boulevard and Washington Center Road. This restriction will be for Brooks Construction to work on asphalt pavement as a part of a Fort Wayne Transportation Engineering road project. Restrictions will consist of lane closures and lane shifts while asphalt milling and paving is taking place. Motorists should anticipate delays as crews place asphalt through intersections.

Brooks Construction will be doing the work and weather permitting is anticipating asphalt work will be completed on Saturday December 2, 2017.

 

Nov. 15, 2017 -- The weather has not cooperated with our plan to complete road construction of Coldwater Road from Coliseum to Washington Center this year. Asphalt surface, permanent striping and landscaping will be completed in early spring of 2018. We will however install temporary striping and wedge asphalt at all structures and milled joint areas to allow for traffic and snow plows. The entire roadway will be open to traffic as soon as the temporary striping is installed. We are expecting that to happen early next week, just in time for Thanksgiving.

 

Nov. 7, 2017 -- Brooks is expecting to begin intermediate asphalt on the inside lanes of Coldwater Rd from Essex to Washington Center on Tuesday November 14th. They will then switch traffic on the north phase (II) to the inside lanes. The proposed schedule is to begin surface on all of Coldwater from Coliseum to Washington Center the rest of that week. The schedule may change dependent on weather (rain or low Temperature). Surface is expected to complete on Saturday November 18th.

 

Also, The concrete curbing for the median areas should be complete the week of Nov. 6, 2017. Brooks will be installing the signage (hazard panels) in the median areas in the next few days.

 

These final phases with asphalt, striping and dirt work will cause some additional delays and traffic patterns being changed often during the process.

 

TRAFFIC ALERT -- Contractor will begin working on left turn lanes on Coldwater at Collins Road and Coldwater at Essex on Oct. 31, Nov. 1 and Nov. 2. Left turn lanes will be closed to traffic, but motorists can turn left from one of two travel lanes. The left turn lanes will be re-opened as soon as work is completed.

Oct. 27, 2017 -- Work continues on the center lanes on the north end of Coldwater Rd from Essex to Washington Center. Contractor will be making repairs to the turn lanes from Collins and Essex and will restrict left turns from 10/30/17 to 11/1/17 depending on weather. All left turns are currently restricted on Coldwater from Essex to Washington Center. Dirt work is to begin soon on all of the bioswales and parkstrip areas.

Oct. 16, 2017 -- Traffic delays are expected this afternoon as crews switch traffic from the inside to the outside lanes on Coldwater Road between Essex Drive and Washington Center Road. The move will allow crews to begin work on the inside traffic lane improvements. Motorists should allow additional time for travel or may want to take an alternate route.

 The Coldwater improvement project is replacing the road surface, enhancing safety for pedestrians and motorists, improving storm drainage and adding to the area aesthetics, with trees and landscaping.

For motorists, the improvements include new left turn lanes with better lines-of-sight for drivers.   Pedestrian features include the addition of crosswalk safety signals at four intersections and refuge islands at the midpoint of these crossings. Trees will adorn the median and new gutter lines, along with additional green space, will assist with stormwater management.  Approximately 27,000 vehicles use Coldwater Road daily. 

Oct. 12, 2017 -- Brooks Construction will be paving the outside lanes of Coldwater Road from Essex to Washington Center on Saturday (10/14/17). Traffic will be switched to the outside lanes on Monday (10/16/17). During this transition there will be some disruption and delays for north bound left turns on to Washington Center until all the concrete pavement has been milled.  For the next several weeks there will be only one left turn on to Washington Center Rd northbound due to island construction.

Week of Oct. 9, 2017 -- The traffic switch to the outside lanes has been delayed due to weather. The change should happen the week of 10/9/17.  There will be restrictions of left turn movement throughout the area from just north of Essex to just south of Washington Center. The left turns at Washington Center will be restricted to just one left turn for the next several weeks. Access to Coldwater Crossing will be completely open at Essex and on Coldwater Rd.

Sept. 29, 2017 -- Phase II of Coldwater Rd construction (Essex to Washington Center) will be opening the outside lanes and closing the inside lanes on approx. 10/9/17. Before that we will be placing intermediate asphalt on the outside lanes. The contractor will begin installing center islands that will restrict left turn movements for traffic.

Sept. 21, 2017 -- Due to delays with utilities the project construction is expected through November. Landscaping items such as topsoil, seeding and installing of plants/flowers will be installed in the spring of 2018.

Week of Sept. 11, 2017 -- Work on Phase II continues. Currently the outside lanes from Essex to Washington Ctr are closed for work on patching of the street, curbs and walks. On 9/14. Traffic lanes were adjusted at Washington Center Rd to add more stacking for vehicles during phase two of construction. This will alleviate traffic back ups on the northbound lanes. Traffic has improved at this point.

Week of Sept. 5 -- Milling on Tuesday (5th) and Wednesday (6th) 9/5/17

Sept. 5, 2017  -- Work on the south half of the project is 90% complete. Dirt and landscaping, as well as the final layer of surface is still to be completed at the end of the project on the south end.

Week of Aug. 28 -- On Monday (28th), contractor will close north end of the project. Tuesday (29th), contractor will be patching and surveying project lay out. Wednesday (30th) thru Friday (Sept. 1st), contractor will be making saw cuts.

News Release (8-24-17) -- All traffic lanes on Coldwater Road between Coliseum Boulevard and just south of Essex Drive are open this evening, as crews prepare to move into Phase II of the Coldwater improvement project.

 

On Monday, August 28, crews will begin Phase II, which runs from Essex Drive to Washington Center Road. Traffic will be re-directed to the inside lanes in each direction while crews work on the outside lanes between Essex and Washington Center. Motorists should expect travel delays during these restrictions.

Brooks Construction is performing the work, which is scheduled for completion in November of this year. Approximately 27,000 vehicles use Coldwater Road daily.

Week of Aug. 21 -- Monday (21st):  Curb Painting, Tuesday (22nd):  Paving, Wednesday (23rd):  Paving Friday (25th):  Contractor plans to open South End of the project, at Coliseum Boulevard.

Aug. 16, 2017 - Work will move to phase II on approx. 8/23/17 depending on weather. This phase will be from Essex to Washington Center. Traffic control will move to this area. There will be some temporary traffic control in the phase I area, when dirt work, seeding and planting take place.

Aug. 16, 2017 -- Contractor Brooks will be laying asphalt on the south section of Coldwater from Coliseum to Essex on Monday, Aug. 21 and Tuesday, Aug. 22,  if weather allows. This is in the center lanes that are currently closed to traffic but there will be dump trucks coming and going that will likely slow traffic. This will be just before the traffic control switch over to the phase II at the north end of the project.

TRAFFIC ALERT Aug. 2, 2017 -- Due to the weather forecast, the patching work at the intersection of Coldwater and Collins will NOT be done today. The work -- and traffic restrictions -- has been postponed until Friday, Aug. 4.

TRAFFIC ALERT July 31, 2017 -- On Wednesday August 2, 2017, the intersection of Collins Road at Coldwater Road will be restricted to right turn only traffic movements. North and south traffic on Coldwater Road will be maintained and Collins Road approaches will not be permitted through the intersection during morning to mid-day hours. This restriction will be in place to allow contractor, Brooks Construction, to make pavement repairs in the middle of the intersection as a part of the Coldwater Road Rehabilitation project.

Brooks Construction will be doing the work and weather permitting is anticipating this restriction will only be in place until mid-afternoon on the same day and will re-open with the existing restrictions by end of day commute on Wednesday, August 2.

July 24, 2017 -- Contractor Brooks will begin milling the inside lanes on Coldwater, from Coliseum to Essex on Tuesday, July 25, 2017. The milling will be during the day and is expected to take about two days. There will be dump trucks that will be entering and leaving the milling area, which could cause some traffic slow downs. There are signs posted for no left turns for both directions.

July 18, 2017 -- Contractor Brooks is finishing binder on the outside lanes of Coldwater Road from Coliseum to Essex today. They will be moving traffic from the inside lanes to the outside lanes on Wednesday, July 19, 2017.  NIPSCO’s subcontractor, Miller Pipeline, will still be working on the outside lanes North of Essex. This will cause traffic to have to move from the outside lanes to the inside lanes, in the north bound lanes only, at Essex.  Plans call for Nipsco to be finished in the next two weeks, by July 31, 2017.

July 13, 2017 -- Work on the utility relocates south of Essex should be complete this week. Brooks is expected to put binder down in the outside lanes south of Essex the week of 7/17/17. Traffic will be moved from the inside lanes to the outside lanes once binder is down. Nipsco will still be working north of Essex and will have daily traffic control set up north of where Brooks is working.

TRAFFIC ALERT: Traffic will be moved and will have to taper from the outside lanes south of Essex to the inside lanes north of Essex.

July 5, 2017 -- Subcontractor Zayo has began construction on relocating their facilities. Nipsco continues with their work to relocate. Brooks is continuing to pour concrete sidewalks, bus hut pads, ADA ramps and curbs on the south end of the project, (phase I)

June 27, 2017 -- Work on concrete sidewalks and concrete turnouts continue on phase I. Nipsco continues to work on relocation of their gas line and Zayo is waiting until the week of July 3rd to begin their relocation so there is no conflict with Nipsco. Zayo work is expected to take two to three days.

June 21, 2017 -- Nipsco continues to work on relocation of the gas line and services. Zayo is not on site yet for relocation. Brooks is expected to begin paving the outside lanes, if Nipsco is complete with their work, on July 13th and 14th. The paving will be in the outside lanes from Coliseum to Essex and will just be binder (intermediate). Surface will be installed on the entire job at the end of the project.

June 12, 2017 -- We have made changes to the design of the bioswales to eliminate much of the conflict with Nipsco, which is in the process of locating and/or relocating their lines. We still have conflicts with Zayo Fiber Optics and are trying to resolve those issues so that we do not have any delays to the project.

The contractor is currently working on asphalt and concrete patches on the outside lanes of Coldwater from Coliseum to Essex. We are also working on the bioswales on the west side of Coldwater while we are waiting on Nipsco and Zayo to do relocates of their utilities on the east side.

June 8, 2017 - Nipsco is in the process of locating all of the gas line and we will be meeting on 6/12/17 to discuss options for relocation.

June 5, 2017 -- Contractor will begin removing damaged concrete sidewalk in Phase 1, which goes from Coliseum to Essex.

May 31, 2017 - Asphalt patching on the outside lanes in Phase I, which goes from Coliseum to Essex, began on 5/31/17. Concrete walks will begin being removed on 6/5/17 on phase I, which goes from Coliseum to Essex.

May 25, 2017 -- One half of the drive approach into JoAnn Fabrics shopping mall has been completed and is open. The opposite side is now under construction. Congtractor Brooks will begin removal and replacement of walks and curbs. Installation of new walks, curbs and curb turnouts will be next. Work also continues on the installation of signal strain poles.

May 17, 2017 -- Contractor Brooks continues to remove and pour new concrete in the outside lanes of Coldwater from Coliseum to Essex. Some commercial drive approaches will be replaced at the same time.

May 17, 2017 -- NIPSCO and Zayo are located in the bioswale areas along Coldwater Road. We are in the process of trying to relocate the utilities without slowing the project down. We will also be adding new bus hut pads to the project. Metro Media will be removing the old bus huts and Brooks will be installing the new ADA compliant pads.

May 12, 2017 -- Milling in Phase one is complete on the outside lanes as of 5/12/17. Brooks will begin removing pavement in the patching areas in those outside lanes and then begin pouring the concrete patches and installing the asphalt patches. Those areas will have to cure for one week prior to other work being done. During this waiting period Brooks subcontractor Shambaugh may be in working to install the new strain pole bases. Metro Media will be removing all but two of the existing bus hut structures. Existing concrete will be removed and new concrete will be installed. Metro media will be responsible for installing the new bus huts.


May 9, 2017 - Concrete milling is to begin work overnight on Wednesday evening 5/10/17 through Friday morning.

May 4, 2017 --  A Meet the Contractor meeting is scheduled for 6 p.m. Thursday, May 4 at Northrop High School, 7001 Coldwater Rd.

Monday, May 1, crews began placing signage with lane closures expected by Wednesday on the outside lanes (closest to the curbs) in both directions.  With approximately 27,000 vehicles using Coldwater Road each day the lane restrictions will cause travel delays.  Motorists should plan accordingly.  Brooks Construction is performing the work which is scheduled for completion in November of this year.  The improvements on Coldwater will go from Coliseum Boulevard to Washington Center Road.  The first phase of the project is between Coliseum and Essex Lane.

April 25, 2017 -- Contractor Brooks Construction will begin placement of construction signs on Monday May 1st. Full implementation of traffic control is scheduled to begin on Wednesday, May 3rd. Construction is scheduled on the south end of the project first from Coliseum to Collins Dr.
