Effectively and Efficiently Connecting Citizens, Businesses, and Government
We make government services measurably better.

Clifford Clarke, CIO

The Information Systems Department is responsible for providing quality, reliable and cost effective information systems and services to the City of Fort Wayne.  These services are necessary for city departments to provide the citizens and businesses with efficient quality products and services.

Welcome to the Information Technology department for the City of Fort Wayne.  It is my plan to keep all citizens engaged and informed about major efforts within city government involving Information Technology.  Enjoy a brief description of these major projects and track our progress towards our goals for the year.

2008 Current Projects

Year End Comments

Two thousand seven has been a productive year for Information Systems. Many in the City County building thought the migration to Outlook would never happen, instead it is happening in earnest, and we are already seeing productivity gains. Our 311 environment went live and senior managers get weekly reporting regarding call types and volumes.  We look forward to the launch of the 311 self-servicing in early 2008.  This web interface will allow the citizens a more active role in reporting issues.  The Killer Applications for Broadband conference and the dedication of the Public Safety Academy brought well deserved national recognition to our city.  The RecWare replacement, RecTrack, for Parks was implemented, with plans to turn on the web interface, WebTrack, in early 2008.  Munis, the new financial package, was installed and we are now getting acclimated to the new application and leveraging its features. We made significant enhancements to both our Intranet and Internet sites.  Although we were in the top ten municipal websites we have our eyes on first place in the Best of the Web contest.

More real-time status about our performance as a unit is available than ever (stoplight reports, helpdesk survey results, migration schedules, etc.) We closed thirty-three (33) large projects (efforts over 40 resource hours), over thirty-one (31) maintenance projects, and over 6,000 helpdesk tickets, yes 6,000.  We have improved the performance of the helpdesk by applying more resources thereby shrinking the wait time to close a ticket and a 25% reduction in the call rate.  I’m especially proud of the Databoard.  As an enterprise we are asking probing questions of projects brought before us.  This has led to the cancellation of some efforts and improved collaboration with others.  We have improved our execution speed, security, and organization policies.

Thanks again to my staff and the organization, for demonstrating what it means to be a high performance government, and living our vision of “effectively and efficiently connecting citizens, businesses, and government”.

Public Safety Academy Northeast Indiana
The PSA was dedicated wednesday, November 28, 2007.  This faciliate is serviced with a fiber base giga-bit backbone, multiple physically separated networks for optimal security, voicer over Internet protocol phones, and WiFi.  Fiber within the build truly positions us to support the region and beyond both academically and professionally.  For more information about the PSA Northeast Indiana visit:

Financial Systems Replacement
Munis, the new financial system was implemented in November.  We look forward to optimizing its features like vendor self-servicing and online approvals. This will help the department heads pay closer attention to the bottom line and provide the Controller's office with tools to management the City's funds.

Consolidated File Storage & Network Upgrade
The City of Fort Wayne and the County of Allen continues to collaborate on the consilodation of our file store. This effort is well on the way. It includes a centralized file repository, streamlined/upgraded networking protocol, and upgraded application/printer server platform. Also included is the adoption of a well recongized and there more supportable e-mail platform. We are all excited about the capabilities new storage devices will bring to the City and County for connectedness, supportability, ease of search, and speed of retrieval.

311 ~ One Call to City Hall
Our 311 system (non-emergeny city services call center) went public in the spring of 2007.  This consolidated call center allows city managers to get more metrics and better service the citizens.

Connect City Government
We continue to improve the stability and connectedness of our city offices.  Upgrades to our network infrastructure allows us to quickly service the citizens.

Wireless Downtown
Casual outdoor unrestricted access to the WWW in limited to key areas of downtown Fort Wayne, but it remains free to the casual user. We have received many positive comments about the service for residents and visitors.  This is intended to augment and not replace other Wi-Fi services citizens have today.  We continual evaluate citizen's request for more Wi-Fi hotspot locations.
