The City of Fort Wayne has a team of dedicated Neighborhood Planners and Activators in the Community Development Division. Neighborhood Planners act as liaisons between the City and the community, and participate in and often coordinate community plans. This group of planners acts as go-to people for explanations of neighborhood-related matters.

Daniel Baisden - Neighborhood Planning and Activation Administrator
|Dan Baisden is the Administrator of the Neighborhood Planning and Activation Workgroup for the City of Fort Wayne. He facilitates neighborhood plans and projects across the City and specializes in non-profit organizational leadership, community engagement, and communication strategies. Prior to his current position, Dan was the Neighborhood Activator for the City of Kalamazoo Michigan, and served over three years as the Staff Manager for the Fort Wayne Public Art Commission. Prior to his roles with the City, Dan worked in Ohio as an Executive Director of a local Economic Development and Historic Preservation organization and spent nearly twenty years working in broadcast media at radio stations across the country. Dan is the Chair of Congress for the New Urbanism Midwest Chapter and serves on the board for Northeast Indiana Public Radio. He is a graduate of the Arizona State University with degrees in Urban Sociology, and Urban and Regional Planning, and is completing a Graduate Degree in Community Development Leadership from the Pennsylvania State University. His academic work includes ethnographic and planning research in the communities of Lima Ohio, Cairo Illinois, and the topics of segregation, urban sociology, urban renewal, socio-economic development, and poverty.|
Josh Campbell - Neighborhood Planner
Josh Campbell is a Neighborhood Planner and Activator for the City of Fort Wayne. He facilitates projects related to neighborhood planning and implementation and has a significant background in Active Transportation and Shared Mobility planning. Josh also serves as a member of the local Active Transportation Coalition. Prior to joining the City two years ago, Josh worked for Delaware County's Planning and GIS Department and received his Masters of Urban and Regional Planning from Ball State University.
Bernadette Fellows - Community Engagement Planner
Bernadette Fellows moved to Fort Wayne from south Florida in 2004 and decided to bloom where she was planted. She attended Purdue Fort Wayne receiving a B.S. in Business and a B.A. Economics and Public Policy with minors in Marketing, Management, and Professional Writing. While attending Purdue Fort Wayne, Bernadette was blessed to study abroad in South Korea and Switzerland, which gave her perspective and experience navigating different cultures, languages, and infrastructures. Upon returning stateside, she dove into work at various Fort Wayne non-profits, ultimately finding her passion for housing and neighborhood work while serving as an AmeriCorps VISTA at Neighborlink Fort Wayne in 2019. Then when pandemic relief dollars poured in, Bernadette had the privilege to serve as program manager for the Fort Wayne Emergency Rental Assistance program, where she learned more intimately about the struggles of eviction and housing stock. Just this month, she moved into a new role as the Community Engagement Planner for the City's Neighborhood Planning and Activation Workgroup where she will equip neighborhoods and residents to bloom where they are planted.
