The tunnel project is being designed to collect combined sewage that would otherwise overflow into the St. Mary's and Maumee Rivers from neighborhoods south of the Maumee and along the St. Mary's River. While there are sewers that overflow into the St. Joseph River, they are being addressed through projects being done north of the Maumee River. Projects being done in areas around the St. Joseph River include the construction of new storm sewers in many neighborhoods and the addition of a new sewer to carry more sewage to the sewage treatment plant.
